Real Estate Advisory for Foreign Buyers in Turkey
Choosing, checking and buying property in Turkey, with investment advisors at your side: the checks with licensed professionals, the title deed and valuation process, and whether the purchase supports Turkish citizenship or a residence permit. We advise in ten languages, at our office in Istanbul or by video call.
In short
Foreign individuals can buy property in Turkey: a sale to a foreigner requires a valuation report from a firm licensed by the Capital Markets Board (SPK), payment goes through banks, and the title deed fee is 4% in total, split between buyer and seller. Gordion Partners is an investment advisory firm: we help you choose and check a property, coordinate the title deed and valuation process with licensed professionals, and confirm whether the purchase meets the citizenship or residence permit rules. Real estate brokerage, where you need it, is provided by Burak Ünal, a registered real estate broker, through his own brokerage.

How we help foreign buyers and owners
Gordion Partners is an investment advisory firm: we advise on investment, citizenship by investment and immigration. For property buyers, our advice covers what to buy and why, the checks before you commit, the title deed and valuation process, and the citizenship or residence permit rules that a purchase must meet:
- Purchase assistance: your purpose and budget, the rules that apply to you, the tax number, the bank account, the payment and the title deed transfer.
- Property selection and due diligence: the checks on the title deed, the building and the seller before you commit, and the citizenship tests where they apply.
- Title deed transfer and appraisal support: the valuation report, the land registry appointment, the currency certificate for citizenship and the signing day.
- Rental and after-sales advisory: what to expect when you let your property, the rental agreement, the handover and the residence permit as an owner.
Gordion Partners does not list, market or sell property. Where you need real estate brokerage, such as a property search, viewings or a tenant search, it is provided by Burak Ünal, a registered real estate broker, through his own brokerage. Viewings can be in person or by video call.
The property projects pages give information on projects in Turkey, with photos and locations, so that you can see what the market offers; they are not listings of Gordion Partners.
Buying property for Turkish citizenship or a residence permit
A property purchase can support two different applications, with different rules:
- Turkish citizenship: one or more properties worth at least USD 400,000 in total, kept for 3 years. The title deed price, the payments proven by bank records and the valuation must each reach USD 400,000. See citizenship by real estate investment.
- Residence permit: a residential property with a sale price of at least USD 200,000 on the title deed, for property bought from 16 October 2023. See the residence permit for property owners.
Citizenship by investment usually takes 8 to 12 months from start to finish, but no timeframe can be guaranteed. We check a specific unit against these rules before you sign anything.
Who it does not suit
- Buyers looking for a promised rental yield or resale profit: we do not promise returns, and prices and rents can go down as well as up.
- Buyers who need legal representation or a legal opinion: we coordinate the legal checks with licensed professionals and recommend that you appoint an independent lawyer.
- Owners looking for full property management, maintenance teams or rent collection: we do not offer these.
Costs of buying property in Turkey
As general information, these are the main taxes and fees set by the state as of October 2026, not our fees:
- Title deed fee (tapu harcı): 2% from the buyer and 2% from the seller, 4% in total, calculated on the declared transfer price, which may not be lower than the property tax value (Law No. 7566, Official Gazette of 19 December 2025).
- Revolving fund fee (döner sermaye ücreti): a fixed amount per transaction, charged separately.
- Valuation report: required for sales to foreigners, charged by the valuation firm.
- VAT on a new property: 1%, 10% or 20% depending on the building permit date, the size and the project. The first delivery of a new residence to a foreigner not resident in Turkey can be exempt if the price is brought into Turkey in foreign currency.
A licensed accountant or tax advisor can tell you how VAT and other taxes apply to you. Our own fees are not published: contact us for fees, questions and service scope.

How the process works
Your brief
Tell us the purpose of the purchase, the city, the budget and your timeline. We explain the rules that apply to you, including the citizenship or residence permit rules.
Choosing a property
We review the projects and units you are considering against your brief and the rules. Where you need a property search or viewings, these are provided through Burak Ünal's own brokerage, in person or by video call.
Checks before you commit
The title deed record, the building's legal status and any mortgage or annotation are checked. We coordinate these checks with licensed professionals and recommend an independent lawyer.
Valuation, payment and title deed
An SPK-licensed firm prepares the valuation report, you pay through a bank in Turkey, and the title deed is transferred at the land registry.
After the purchase
We help with the handover, the utility accounts, the rental agreement if you let the property, and the residence permit or citizenship file.
Documents checklist
- Passport, with a notarised Turkish translation where required
- Turkish tax number
- Bank account in Turkey for the payment
- Valuation report from an SPK-licensed firm (arranged during the purchase)
- For citizenship: the Foreign Exchange Purchase Certificate (DAB) and the bank receipts of the payment
- Power of attorney given before a notary, if someone signs for you
Your full list depends on your situation; we prepare it with you.
